Curtis J Neeley Jr. does not understand the FCC policy of modifying PDF files submitted via ECMF but these PDFs are mutilated by the FCC perhaps to prevent justice from being obvious to the public. The software being used to convert submitted EXPRESS txt and Word documents to  automatically make all text in the URL format become live PDF links does not allow URLs to span more than one line and does not highlight the text links made.
